{"id":7312,"date":"2024-07-01T16:41:41","date_gmt":"2024-07-01T14:41:41","guid":{"rendered":"https:\/\/geo.compiegnois.fr\/portail\/?p=7312"},"modified":"2024-07-03T10:51:37","modified_gmt":"2024-07-03T08:51:37","slug":"reunions-dinformation-sur-lapplication-reseaux","status":"publish","type":"post","link":"https:\/\/geo.compiegnois.fr\/portail\/index.php\/2024\/07\/01\/reunions-dinformation-sur-lapplication-reseaux\/","title":{"rendered":"Nouvelle application R\u00e9seaux"},"content":{"rendered":"<p>Une nouvelle application fait son apparition \u00e0 destination des communes du Grand Compi\u00e9gnois : <strong>l&rsquo;application \u00ab\u00a0R\u00e9seaux\u00a0\u00bb<\/strong>.<\/p>\r\n<p>Des r\u00e9unions d\u2019information sur cette nouvelle application ont \u00e9t\u00e9 organis\u00e9es par les EPCI du Grand Compi\u00e9gnois pour le compte de leurs communes membres (maire, \u00e9lus, agents municipaux et intercommunaux en charge du sujet) :<\/p>\r\n<ul>\r\n<li>le jeudi 6 juin 2024 au si\u00e8ge de la CC2V<\/li>\r\n<li>le jeudi 13 juin 2024 au si\u00e8ge de la CCLO<\/li>\r\n<li>le mardi 18 juin 2024 \u00e0 Canly (CCPE)<\/li>\r\n<li>le jeudi 27 juin 2024 au si\u00e8ge de l\u2019ARC<\/li>\r\n<\/ul>\r\n<p>L\u2019objet de ces r\u00e9unions \u00e9tait de pr\u00e9senter les donn\u00e9es disponibles dans l&rsquo;application ainsi que les pr\u00e9cautions li\u00e9es \u00e0 l&rsquo;usage de ces donn\u00e9es. Il a \u00e9galement \u00e9t\u00e9 \u00e9voqu\u00e9 le cadre r\u00e9glementaire et organisationnel relatif aux probl\u00e9matiques des r\u00e9seaux.<\/p>\r\n<p>Le diaporama pr\u00e9sent\u00e9 est disponible en t\u00e9l\u00e9chargement <a href=\"http:\/\/geo.compiegnois.fr\/documents\/cms\/ressources\/202406_PresentationAppliReseaux.pdf\">ici<\/a>. \u00a0<\/p>\r\n<p><strong>Nous vous remercions pour votre participation !<\/strong><\/p>\r\n<p>&nbsp;<\/p>\r\n<h3 class=\"wp-block-heading\">Les objectifs de cette application<\/h3>\r\n<!-- \/wp:post-content -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>L&rsquo;objectif premier de ce service est de <strong>centraliser l&rsquo;ensemble des r\u00e9seaux (infrastructures) pr\u00e9sents sur le territoire<\/strong>. Par cet interm\u00e9diaire, l&rsquo;information est agr\u00e9g\u00e9e ind\u00e9pendamment des diverses solutions informatiques propos\u00e9es par chaque exploitant et \u00e9vite ainsi le recours \u00e0 la consultation de <em>x<\/em> portails cartographiques mono-th\u00e9matiques.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Plus largement, cette application permet de :<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:list {\"backgroundColor\":\"pale-cyan-blue\"} -->\r\n<ul class=\"has-pale-cyan-blue-background-color has-background\">\r\n<li style=\"list-style-type: none;\">\r\n<ul class=\"has-pale-cyan-blue-background-color has-background\"><!-- wp:list-item -->\r\n<li><strong>partager<\/strong> rapidement et collectivement une information cartographi\u00e9e de premier niveau<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<!-- \/wp:list-item -->\r\n\r\n<!-- wp:list-item -->\r\n<ul class=\"has-pale-cyan-blue-background-color has-background\">\r\n<li style=\"list-style-type: none;\">\r\n<ul class=\"has-pale-cyan-blue-background-color has-background\">\r\n<li>disposer d&rsquo;une<strong> vision unifi\u00e9e des r\u00e9seaux \u00e0 l&rsquo;\u00e9chelle de la commune ou de l&rsquo;intercommunalit\u00e9<\/strong>, sans contraintes des \u00ab\u00a0limites territoriales\u00a0\u00bb contractuelles des d\u00e9l\u00e9gations\/concessions<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<p class=\"has-background\">Cette application ne se substitue pas aux solutions logicielles m\u00e9tiers destin\u00e9es \u00e0 g\u00e9rer l&rsquo;exploitation du r\u00e9seau (connaissance patrimoniale, op\u00e9rations de maintenance et travaux).<\/p>\r\n<p>&nbsp;<\/p>\r\n<!-- wp:heading {\"level\":3} -->\r\n<h3 class=\"wp-block-heading\">Quelles obligations ?<\/h3>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:heading {\"level\":4} -->\r\n<h4 class=\"wp-block-heading\">Demandes de DT-DICT pour travaux<\/h4>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>L&rsquo;acc\u00e8s \u00e0 l&rsquo;application n&rsquo;exon\u00e8re pas la collectivit\u00e9 de respecter la r\u00e9glementation anti-endommagement des r\u00e9seaux. Ainsi, pour les <strong>travaux r\u00e9alis\u00e9s sous la ma\u00eetrise d&rsquo;ouvrage de la collectivit\u00e9<\/strong> et situ\u00e9s \u00e0 proximit\u00e9 de r\u00e9seaux souterrains ou a\u00e9riens, cette derni\u00e8re reste tenue de proc\u00e9der aux formalit\u00e9s relatives aux DT-DICT.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph {\"style\":{\"color\":{\"background\":\"pale-cyan-blue\"}}} -->\r\n<p class=\"has-background\" style=\"background-color: #e5e9ec;\">Appliquez la r\u00e9glementation en vigueur (demandes de DT-DICT) en cas de travaux \u00e0 proximit\u00e9 des r\u00e9seaux.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:heading {\"level\":4} -->\r\n<h4 class=\"wp-block-heading\">Raccordement au r\u00e9seau<\/h4>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>La pr\u00e9sence d&rsquo;un r\u00e9seau cartographi\u00e9 au droit ou \u00e0 proximit\u00e9 imm\u00e9diate d&rsquo;une parcelle constructible n&rsquo;implique pas que celle-ci est raccordable. Dans tous les cas, il convient de se rapprocher syst\u00e9matiquement des professionnels ad\u00e9quats.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph {\"style\":{\"color\":{\"background\":\"pale-cyan-blue\"}}} -->\r\n<p class=\"has-background\" style=\"background-color: #e5e9ec;\">Adressez-vous \u00e0 vos interlocuteurs habituels pour tout besoin d&rsquo;\u00e9tudes de raccordement.<\/p>\r\n<!-- \/wp:paragraph -->\r\n<p>&nbsp;<\/p>\r\n<!-- wp:heading {\"level\":3} -->\r\n<h3 class=\"wp-block-heading\">Quelles pr\u00e9cautions d&rsquo;usages ?<\/h3>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:heading {\"level\":4} -->\r\n<h4 class=\"wp-block-heading\">Pr\u00e9cision cartographique<\/h4>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Comme pour toute donn\u00e9e g\u00e9ographique, la cartographie des r\u00e9seaux n&rsquo;\u00e9chappe pas \u00e0 la notion de pr\u00e9cision de localisation. Ainsi, depuis 2012 et la loi anti-endommagement des r\u00e9seaux dite \u00ab\u00a0DT-DICT\u00a0\u00bb, celle-ci s&rsquo;\u00e9value selon une <strong>classe de pr\u00e9cision (A, B ou C)<\/strong>. Pour les r\u00e9seaux non sensibles existants (eau, assainissement &#8230;) cette obligation s&rsquo;applique au plus tard en 2026 ou 2032 selon si la commune est ou non en unit\u00e9 urbaine (INSEE).<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:heading {\"level\":4} -->\r\n<h4 class=\"wp-block-heading\">Exhaustivit\u00e9 \/ disponibilit\u00e9<\/h4>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:paragraph -->\r\n<p><strong>L&rsquo;absence de r\u00e9seaux cartographi\u00e9s ne signifie pas forc\u00e9ment absence de r\u00e9seaux<\/strong>. En effet, les donn\u00e9es des diff\u00e9rents producteurs (collectivit\u00e9s, exploitants, concessionnaires) peuvent \u00eatre incompl\u00e8tes, en attente de mise \u00e0 jour, non communicables ou tout simplement inexistantes.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph {\"style\":{\"color\":{\"background\":\"#e5e9ec\"}}} -->\r\n<p class=\"has-background\" style=\"background-color: #e5e9ec;\">Pour rappel, la collectivit\u00e9 comp\u00e9tente est tenue de proc\u00e9der \u00e0 l&rsquo;inventaire des r\u00e9seaux qu&rsquo;elle g\u00e8re au titre de la r\u00e9forme DT-DICT. Cette obligation s&rsquo;impose en revanche \u00e0 l&rsquo;exploitant en cas de d\u00e9l\u00e9gation (DSP) ou concession de service public (CSP).<\/p>\r\n<!-- \/wp:paragraph -->\r\n<p>&nbsp;<\/p>\r\n<!-- wp:heading {\"level\":3} -->\r\n<h3 class=\"wp-block-heading\">Quelles sont les sources de donn\u00e9es ?<\/h3>\r\n<!-- \/wp:heading -->\r\n\r\n<!-- wp:paragraph
